O secretário de Estado de Governo e Gestão Estratégica, Pedro Caravina, e o secretário executivo de Gestão Estratégica e Municipalismo, Thaner Nogueira, participaram, nessa terça-feira (21), em Brasília, da cerimônia de assinatura do termo de cooperação técnica entre o MPO (Ministério do Planejamento e Orçamento) e o Conseplan (Conselho Nacional de Secretários Estaduais do Planejamento), cujo o objetivo é ampliar a colaboração mútua para a melhoria e o aperfeiçoamento dos sistemas de planejamento e orçamento público. O acordo prevê ainda maior integração entre o Governo Federal e os estados.
Caravina destacou a iniciativa como fundamental para fomentar discussões relevantes a respeito das necessidades de aperfeiçoamento dos instrumentos que balizam as estratégias de planejamento dos estados.
“Somos nota A na avaliação da Capacidade de Pagamento feita pela Secretaria do Tesouro Nacional. Isso é planejamento, austeridade, equilíbrio fiscal. Com as contas ajustadas, o Governo do Estado está realizando um grande volume de investimentos, que tem feito do Mato Grosso do Sul uma das regiões mais modernas do Brasil e cada vez mais melhorando a qualidade de vida da nossa população”, disse.
Para Leany Lemos, secretária Nacional de Planejamento e responsável pela condução dos trabalhos durante a reunião do colegiado, há coisas importantes acontecendo nos Estados que o Governo Federal desconhece e esse acordo firmado será um instrumento que vai estimular a troca de informações, conhecimentos e inovações.
Além da importância da interação entre o MPO e os estados, ele lembrou do processo de elaboração participativa do Plano Plurianual 2024-2027, com as viagens às 27 unidades federativas brasileiras para escutar a sociedade e a realização de diversas oficinas com equipes técnicas. “Muitas inovações, como a presença de indicadores na camada estratégica, figuram no PPA 2024-2027”, destacou Lemos.
Já Thaner Nogueira explicou que a participação de Mato Grosso do Sul no Conseplan é de suma importância, pois a troca de experiência entre os entes federativos eleva o conhecimento técnico na gestão do planejamento governamental. Ele avaliou que o conselho também se consolida pelo papel importante para a formulação de uma agenda articulada entre os gestores estaduais e na atuação conjunta dos mesmos nas pautas apresentadas ao Governo Federal.
“Além da valorização do planejamento como instrumento de melhoria da gestão e do gasto público, com foco no desenvolvimento dos Estados, temos outras prerrogativas e uma delas é fazer planejamento trabalhando com dados e transparência para que possam ser acompanhado pela sociedade. Isso é gestão”, pontuou.
Faz parte do acordo um cronograma de trabalho que envolve a criação de grupos de trabalho, realização de fóruns, divulgações de estudos e pesquisas, viagens para missões técnicas internacionais e a publicação de uma revista quadrimestral.
Conseplan
Criado em 2006, o Conseplan é uma associação civil sem fins lucrativos, que tem como membros os titulares das secretarias de Planejamento dos estados, do Distrito Federal e dos órgãos correlatos. O conselho atua como órgão permanente de coordenação e articulação dos interesses comuns das pastas, participando da formulação e implementação das políticas nacionais de planejamento público. Seus encontros presenciais são trimestrais e sediados alternadamente entre as capitais de estados.
